Data Warehouse, Monitoring and Reporting Tools: Namibia Ministry of Environment and Tourism

In support of the Government of Namibia’s implementation of a national policy to protect biodiversity and mitigate climate change impact through the diversification of community livelihoods, Kimetrica was contracted to develop a web-based compliance monitoring system. The system includes a data warehouse, tools for capturing data on mobile devices, and reporting modules for both management and national level monitoring. It is an open source system, allowing for future customization, easy maintenance, reduced operating costs, and easy access to facilitate use. Optimized for low-bandwidth connections, the web-based application supports both mobile and desktop devices. In addition to the data warehouse, it includes a document archive, based on the open source Mayan electronic document management system tools (EDMS) and data capture modules based on KoboCollect -- an application for primary data collection in humanitarian emergencies. Hosted on a cloud server, the system requires virtually no software maintenance, curbing the need for continued software support.

Nutritional Improvements through Cash and Health Education (NICHE) Evaluation

With technical support from UNICEF, the Kitui County Government in Kenya developed the Nutritional Improvements through Cash and Health Education (NICHE) Program, which targeted households with children under two years of age and/or pregnant women. Kimetrica was contracted to investigate the impact of the program on awareness and understanding of practices leading to improved nutritional status, and improved anthropometric indices. The method used was a randomized control trial (RCT) for a period of one year. Up to 1,000 households were assessed at four different times throughout the year. The study assessed whether combining nutrition counselling with cash assistance led households to choose more nutritious foods.

Pastoralists Areas Resilience Improvement and Market Expansion (PRIME)

PRIME’s overall goal was to reduce hunger and poverty among Ethiopia’s pastoral communities by increasing household incomes and enhancing resilience to climate change through links to thhe market. Project implementation was based on the interaction between climate change, pastoralism, livestock and chronic vulnerability. Working at different levels and through different approaches, PRIME fostered the growth of livestock value chains, providing value chain support to the chronically food insecure and improving the policy environment through learning and collaboration with the Government of Ethiopia and non-governmental counterparts. Kimetrica managed PRIME’s monitoring, and evaluation and knowledge management systems, through its advanced, web-based M&E software, ki-projectsTM, and through the use of tablets for field data collection. In addition, Kimetrica provided research support that ranged from examining the impact of livestock disease on income and land use management, to analysing the costs and benefits of different program interventions. Improved analytical methods for beneficiary targeting and innovative methods to solicit beneficiary feedback helped the project achieve better results.

Evaluation of the Social Mobilisation Network (SM Net)

Polio is a highly infectious disease caused by a virus that invades the nervous system. Polio outbreaks between 2000 and 2015 affected hundreds in Somalia, with some cases reported in Kenya and Ethiopia. The Social Mobilisation Network (SM Net) was established in 2013 by UNICEF to raise awareness of polio and increase polio vaccination coverage in difficult to reach locations in Somalia. Kimetrica, in partnership with Forcier Consulting, was contracted to conduct an evaluation of SM Net activities, including impacts of polio immunization activities, and local perceptions of trust and community level support. The evaluation also explored SM Net’s ability to deliver on other child survival and development interventions. Using a mixed-methods approach, the team collected primary data through individual interviews and focus group discussions to examine key issues of relevance like efficiency, sustainability, effectiveness, and impact. The team also undertook an extensive analysis of secondary data on vaccination uptake over the duration of the program.

County Social Protection Coordination, Mapping and Capacity Assessment

Kimetrica was commissioned by UNICEF Kenya to map Social Protection interventions and assess mechanisms for coordination of the same efforts at county and sub-county levels, identify capacity gaps, etc. This led to the preparation of best practice guidance and standards for the coordination, implementation and financing of social protection programmes by the Government, development partners, private sector and civil society organizations and a capacity building program for counties and sub-counties.

Child Trafficking Baseline Assessment for the Child Protection Compact Partnership

Kimetrica conducted a baseline assessment on child trafficking in Ghana -- both forced child labor and child sex trafficking -- before the introduction of the Child Protection Compact (CPC) Partnership, a four year initiative between the Government of Ghana and the United States. The assessment was executed over the course of 2015. It included over 90 key informant interviews with government officials and NGO representatives involved in the rescue and rehabilitation of trafficked children in five regions -- Greater Accra, Central, Volta, Eastern and Ashanti. In particular, it focused on the existing infrastructure to combat child trafficking, as well as the availability and use of standard operating procedures, interagency collaboration and the availability and quality of relevant statistics and databases.

African Risk Capacity: Client Feedback Survey
Large-Scale Surveys PROJECTS
Kimetrica was contracted by UK's Department of International Development (DFID) to undertake a client feedback survey about the capacity building services provided by the African Risk Capacity (ARC) Agency to its member countries. The survey tools were designed and administered by the Kimetrica team through telephone interviews to Government representatives of 11 member countries. The survey's goal was to determine ARC Member States' satisfaction with the ARC Agency services. The findings of these surveys contributed to the improvement of ARC capacity building in the future.

Design and Implementation of a Monitoring and Evaluation Framework

The African Risk Capacity (ARC) commissioned Kimetrica to implement the recommendations from its independent review of the ARC’s contingency planning process for its Monitoring and Evaluation (M&E) system. The services performed included the provision of advisory services on ARC's log frame, and the design and implementation of a process audit and spot checks for the monitoring of ARC's first pay-outs in Mauritania, Niger and Senegal. In addition, Kimetrica developed training materials on ARC contingency planning and how to conduct process audits and spot checks for the monitoring of future payouts.

Independent Review of ARC Contingency Planning Processes

The African Risk Capacity (ARC) is an African-owned, index-based weather risk insurance pool and early response mechanism that brings together the concepts of insurance and contingency planning. The ARC strategy focuses on providing more timely, appropriate, and transparent responses to disasters, improving outcomes through advance planning. In late 2013, ARC reviewed and approved the its first round of drought contingency plans (CPs) for five African member countries and, in early 2014, issued insurance contracts for these same five countries. To assess the effectiveness of the first round process, ARC commissioned Kimetrica to conduct an independent review that identified opportunities for improvement in the ARC contingency planning process; provided recommendations on how to strengthen the monitoring and evaluation element of the ARC programme; and offered recommendations how the ARC programme could achieve its overall goal of catalysing improved drought risk management across Africa by promoting effective and efficient contingency planning and financing.

Kimetrica was awarded a grant for a systematic review of the efficiency and effectiveness of providing non-food interventions in the immediate aftermath and recovery period following natural disasters and political instability. The work involved extensive literature and programmatic research among both academic sources and implementing agencies, as well as interviews with key implementers and donors. The research results informed emergency response implementation procedures.
