The Organisation for Economic Cooperation and Development (OECD) provides support to national governments in survey design, data management and data analysis. Kimetrica was contracted to provide technical assistance to government statistics offices through capacity development to conduct national surveys, manage data, and data analysis and dissemination. Kimetrica's technical trainers provided regional and national level training to over 20 countries in Africa and Asia on comprehensive micro-data evaluation, data processing systems, survey methods, analysis, indicator selection and public dissemination policy. The project increased the ability of national statistics bureaus to manage national surveys, process data and use data for policy and economic development decision-making.

Increasing Smallholder Production through Structured Demand in TB, HIV/AIDS Treatment and OVC Programmes: Feasibility and Impact Analysis

With the significant expansion of HIV/AIDS, tuberculosis (TB), and support for Orphans and Vulnerable Children (OVC) programs in Africa, there was both an urgent need to meet the demand for expanding programs and, at the same time, to address the increased food security and nutritional needs of beneficiaries. Under a contract with UNAIDS, Kimetrica conducted a study on smallholder incomes and market opportunities and how they would be impacted, if farmers were to supply food for people undergoing antiretroviral therapy (ART), TB patients in treatment, and for OVC programs. Kimetrica also had to study the feasability of such an initiative. To that effect, Kimetrica conducted case studies in six African countries to gain insight and practical knowledge of the potential benefits, costs, risks and constraints of investing in smallholder supply chains for donor-funded health and social protection programs. In addition, Kimetrica's staff mapped potential partners in 20 African countries, ranging from NGOs to farming groups to health facilities, that could manage procurement of food from small farmers to clients of social protection programs. The study’s findings were used to develop programs to support smallholder production and to provide nutritional support to HIV/AIDS, TB and OVC beneficiaries.

Great Lakes Cassava Initiative in East and Central Africa: Baseline Survey and Supply Chain Management Tools
Large-Scale Surveys PROJECTS
To better target project inputs and measure impact, Kimetrica's survey staff conducted a baseline survey of over 9,000 households and hundreds of communities in six east and central African countries, including war-affected areas of the Democratic Republic of the Congo. The data collected established baseline measures on cassava yields and utilisation patterns, targeting methods, yield impacts of cassava mosaic disease and overall impact on food security. In addition to the baseline survey, Kimetrica developed a supply chain management system to help the United Nations Food and Agriculture Organization better manage the distribution of cassava mosaic disease-tolerant material to farmers in east and central Africa.

Microdata Management Toolkit Training

The Microdata Management Toolkit developed by the World Bank Data Group for the International Household Survey Network aimed to promote the adoption of international standards and best practices for microdata documentation, dissemination and preservation. To this effect, Kimetrica conducted hands-on microdata management training for the National Bureaus of Statistics in 15 African countries. In Sri Lanka, Kimetrica trained national staff in improved methods for data capture, documentation, data storage and dissemination of microdata and metadata related to national surveys, such as household and expenditure surveys, population census and health surveys. The training included an introduction to the Organisation for Economic Co-ordination and Development's (OECD) Microdata Management Toolkit, an easy-to-use system for survey data management.

The Great Lakes Cassava Initiative (GLCI) was implemented to strengthen the capacity of local partners in preparing for and responding to the Cassava Mosaic Disease and emerging Cassava Brown Streak Disease pandemics that threatened food security and incomes of cassava-dependent farm families in six Great Lake countries: Burundi, Democratic Republic of Congo, Kenya, Rwanda, Tanzania and Uganda. The project linked with existing breeding programs, farmer evaluations of new varieties, and integrated crop management options to train 3,000 farmer groups in improved farming techniques to increase crop yields. In support of the project’s monitoring and evaluation (M&E) system, Kimetrica's survey team conducted surveys of over 9,000 households in six countries to establish a monitoring, evaluation and reporting system for the GLCI. To facilitate M&E across multiple countries, Kimetrica's software team created a web-based system, allowing for the fast collection of time-sensitive data at the farmer level. Combined with data collection tools to help track the spread and mitigation of Cassava Mosaic Disease across the project area, the M&E system provided Catholic Relief Services and its partners with a near real-time M&E system for project management and impact measurement.

Technical Assistance in Agricultural Relief Programing

East Africans face multiple hazards, such as droughts, floods, conflicts, crop and livestock diseases, and unstable market conditions. These hazards often result in crises which are exacerbated by the region’s characteristically high rates of food insecurity. The United Nations Food and Agriculture Organization's (FAO) emergency response often focuses on providing seeds and tools to mitigate food insecurity created by man-made and natural disasters. To help FAO better address and target emergency needs in east Africa, Kimetrica’s food security team developed specialized strategies to strengthen agriculture relief activities. Focusing on east and central Africa, the services included developing strategic plans and funding proposals. Strategies for the expansion of cassava and sweet potato production were developed for South Sudan and the Great Lakes Region. In addition, contingency plans were established and integrated in the FAO regional advisors' disaster management program.

Farmer Cooperative & Trader Information System

Catholic Relief Services (CRS) works globally to help increase farmers’ incomes through higher production and expanded market opportunities. Working through farmers' groups and cooperatives, CRS provides training support, including extension services and marketing strategies. To enhance the ability of farmers' groups to compete in the marketplace, Kimetrica’s software development team created a web-service application for capturing and managing real-time price and commodity information for farmers and farmers' groups in Africa. The software application included modules for capturing, storing and disseminating information on agricultural prices and volumes to farmers and agricultural cooperatives. The service provided real-time price and produce data, information for reporting at the country and regional levels, a platform for the real-time exchange of information between farmers and traders, and the ability for farmers to access greater markets with their produce.

To better understand pastoralist livelihood systems and food security issues in east Africa, Kimetrica’s software engineering team developed a web-based information portal, allowing for the documentation of field data collection, discussions, and data analysis. The application was the first web-based information system ever created to capture critical information related to livelihoods and livelihood strategies among vulnerable pastoral communities. The data and the analysis it provided helped to form Oxfam GB's regional pastoral community intervention strategies.
